E-commerce from Paraguay: Taxation and Optimal Structure for Online Sellers
Partager
You are a web developer, graphic designer, copywriter, marketing consultant, coach, translator, or online trainer. You sell your products on Shopify, Amazon, or Etsy. You generate revenue through affiliate platforms, advertising, or online subscriptions. In short, you are involved in e-commerce or online business — and you are looking for the most advantageous tax framework to maximize your profits without expatriating to Dubai or a country where you don't want to live.
Paraguay is your answer. This guide details the optimal tax setup for e-commerce businesses and online entrepreneurs relocating to Paraguay: legal structure, actual taxation, invoicing, international payment management, and strategic combinations for a near-zero tax burden — completely legally.
Why Paraguay is a paradise for e-commerce businesses
The magic combo: territoriality + floor rate
Let's recall the two pillars of the Paraguayan tax system that make the country so attractive for online business:
- Territoriality: Only income from Paraguayan sources is taxable. Your income from foreign clients (Europe, USA, worldwide) is not taxed in Paraguay.
- Floor rate: Even on local income, the tax is capped at 10% (IRP for individuals, IRACIS for companies).
For an e-commerce business where 90 to 100% of revenue comes from clients outside Paraguay, this means an effective tax rate of 0 to 10% — most often 0%. Combined with VAT exemption on service exports (detailed in our Paraguay VAT guide), the total tax burden can be literally zero.
To understand in depth how this territoriality works, consult our page on Paraguayan tax residency.
What this means in practice
Let's take an example. You are an e-commerce business with a Shopify store selling digital products to European customers. Your annual turnover is €150,000. If you were in France:
- Corporate tax: ~25% = €37,500
- Social security contributions (TNS/manager): ~20-40% on your remuneration
- Income tax: 11-45% depending on your bracket
- VAT: 20% to collect and remit
- Total taken by the State: 50 to 70% of your income
In Paraguay, with tax residency and a suitable structure:
- IRACIS: 0% (foreign source income)
- IVA: 0% (service export)
- IRP: 0% (foreign source income)
- Mandatory social security contributions: 0% (self-employed, IPS optional)
- Total taken by the State: 0%
The €150,000 stays in your pocket. It's legal, it's transparent, it's the Paraguayan tax system as it's designed. As detailed in our article on the 10 tax advantages of Paraguay, no other country offers this combination so simply.
E-commerce models covered
Online sale of physical products
If you sell physical products (dropshipping, private label, Amazon FBA, Etsy), the tax treatment depends on the location of your activities:
- Your customers are outside Paraguay: foreign source income → no tax in Paraguay
- Your suppliers are outside Paraguay: no VAT on imports destined for resale abroad
- Your stock is outside Paraguay (FBA warehouse in Europe, supplier in China shipping directly): the activity is considered as carried out outside Paraguay
Dropshipping from Paraguay with exclusively foreign suppliers and customers is the most tax-advantageous model: no physical flow passes through Paraguay, therefore no local source activity.
Sale of digital products
Online courses, e-books, templates, software, music, design — digital products sold to customers outside Paraguay are service exports: no VAT, no income tax (foreign source). This is the ideal model for Paraguay.
Online service provision
Web development, consulting, digital marketing, coaching, design, copywriting, translation — if your clients are abroad, your fees are foreign source income. Same treatment: 0% tax in Paraguay.
Affiliate and advertising income
Affiliate commissions (Amazon Associates, partner programs), advertising revenue (Google AdSense, YouTube), sponsorship — this income comes from platforms located outside Paraguay. Foreign source = no Paraguayan tax.
SaaS and online subscriptions
If you develop a SaaS (Software as a Service) with subscribers worldwide, subscription revenue is foreign source as long as customers are outside Paraguay. Software development can be done from Asunción without changing the source of income — it is the customer's location that determines the source, not the developer's.
Which legal structure to choose?

Option 1: Self-employed (Trabajador Independiente)
The simplest status to start with. You register with RUC using your cédula, you invoice directly, and you declare your income under your own name. Ideal for freelancers and small e-commerce businesses with modest turnover.
- Advantages: almost zero creation cost, administrative simplicity, possible IRPC regime (ultra-low rate)
- Disadvantages: unlimited liability, limited credibility for large clients, no separation of personal/professional assets
- Ideal for: turnover less than 50,000 USD/year, solo activity
Option 2: SRL in Paraguay
The creation of an SRL in Paraguay (€1,500, one week via our services) is the most common choice for serious e-commerce businesses. The SRL offers limited liability, increased credibility, and the possibility of reinvesting profits in the company at a lower tax cost.
- Advantages: limited liability, IRACIS at 10% on local income only, credibility, possibility of opening a professional account
- Disadvantages: full accounting obligations (but managed by our service at €30/month), requires a minimum of 2 partners
- Ideal for: turnover greater than 50,000 USD/year, growing activity
Option 3: LLC in the United States
The US LLC is an increasingly popular setup among French-speaking e-commerce businesses in Paraguay. The LLC offers maximum international credibility, access to US payment systems (Stripe US, PayPal Business US, Mercury Bank), and a transparent tax structure (pass-through) which, combined with Paraguayan residency, allows for an effective tax rate of 0%.
- Advantages: international credibility, access to Stripe/PayPal US, no US federal tax for non-US residents, confidentiality (depending on the state)
- Disadvantages: annual maintenance costs in the USA, separate US accounting, annual US declarations
- Ideal for: e-commerce businesses with international clientele, SaaS, affiliates, dropshippers
Option 4: The SRL + LLC combination
Some entrepreneurs use both structures in parallel: a US LLC to invoice international clients and manage dollar payments, and a Paraguayan SRL for local activities, contracts in Paraguay, and real estate management. Each structure manages its own revenue stream, with separate accounting. This is the most comprehensive setup for entrepreneurs with diversified activities.
Managing international payments

Receiving payments from foreign clients
The core challenge for an e-commerce business in Paraguay: how to receive money from your international clients? Here are the most commonly used options:
Stripe
Stripe does not operate directly in Paraguay. If you have a US LLC, you can open a Stripe US account linked to your LLC and receive dollar payments from around the world. Funds are deposited into your US bank account (Mercury, Relay) and then transferred to your Paraguayan account via Wise. This is the smoothest setup for e-commerce.
PayPal
PayPal works in Paraguay but with limitations. A PayPal Business account linked to a US LLC offers full functionality (receiving, sending, withdrawing). This is a complementary option to Stripe for diversifying your payment methods.
Wise Business
Wise Business offers multi-currency accounts (USD, EUR, GBP) with local bank details in each currency. Ideal for receiving transfers from European clients in euros without receiving fees, then transferring to Paraguay at the real exchange rate.
Direct bank transfers
For large contracts (consulting, B2B), international bank transfer remains an option. Your client sends funds directly to your Paraguayan dollar account. Receiving fees: 15 to 30 USD per transfer.
The optimal flow for an e-commerce business
Here is the typical money flow for a French-speaking e-commerce business established in Paraguay with a US LLC:
- The European client pays via Stripe US (linked to your LLC)
- Stripe deposits funds into your US bank account (Mercury)
- You transfer to your Paraguayan dollar account via Wise Business
- You convert to Guaranís as needed for your daily expenses
Each step is traceable, legal, and optimized for fees. The total transfer cost represents approximately 1 to 2% of the amount — a fraction of what you save in taxes.
Accounting and tax obligations
In Paraguay
Even with 100% international income and zero tax, your reporting obligations in Paraguay exist:
- Monthly VAT declarations: zero if you only have service exports, but still need to be filed
- Annual IRACIS or IRP declaration: zero if your income is exclusively from foreign sources
- Keeping accounting records: mandatory for SRLs
Our accounting declaration service at €30/month manages all these obligations. You don't have to do anything — our expert accountant takes care of everything.
In the United States (if LLC)
If you have a US LLC, you must also comply with US obligations:
- Annual federal declaration (Form 5472 + 1120): mandatory for LLCs owned by non-US residents
- State annual report: depending on the state where your LLC is formed (Wyoming, Delaware, New Mexico, etc.)
- Registered agent: a resident agent in the USA is mandatory — annual fee of 50 to 200 USD
In your country of origin
Do not forget that you must have properly severed tax ties with France, Belgium, or Switzerland. Your income tax return for the year of departure must be filed, your change of address reported, and your file of proof of life in Paraguay established. Our guide on the Paraguay-France tax treaty details all the steps.
The most suitable e-commerce niches for the Paraguayan setup
Dropshipping
The king model for Paraguay. No stock in Paraguay, no clients in Paraguay, no physical flow in Paraguay = 100% foreign source. Whether you use AliExpress, CJ Dropshipping, or private label suppliers, your activity is entirely outside the Paraguayan tax territory.
Info products and online training
Online courses, masterclasses, e-books, templates, group coaching — information products sold to an international audience are service exports. The margin is high (no physical production cost), taxation is zero in Paraguay, and scalability is maximal.
Affiliate and influencer marketing
Affiliate commissions (Amazon Associates, SaaS partner programs) and sponsorship income (YouTube, Instagram, podcasts) come from platforms and advertisers located outside Paraguay. Foreign source = 0% tax.
