Paraguay ou Île de Man en 2026 : le duel fiscal le plus serré de notre série

Paraguay or Isle of Man in 2026: the closest tax duel in our series

Let's conclude our comparative series with the most serious adversary: the Isle of Man. This British Crown dependency, located in the Irish Sea between England and Ireland, is neither in the United Kingdom nor in the European Union: it has been voting its own tax laws for over a thousand years, its parliament, the Tynwald, being one of the oldest continuously active parliaments in the world. And these tax laws are remarkable: 0% corporate tax for most activities, no capital gains tax, no inheritance tax, no wealth tax, and income tax capped in absolute value for the highest earners.

This is the only duel in our series where the tax gap is measured in points, not tens of points: the Isle of Man is a real rival. The match is therefore decided elsewhere, on four grounds not shown in the tax rate table: the Irish Sea climate, the cost of island life in Britain, access to residency for a French national after Brexit, and the nature of one's life project. A complete comparison, without caricature: the adversary deserves it.

Dimension 1: Taxation

Aspect Paraguay Isle of Man
Principle Strict territoriality, Law 6380/2019: foreign-sourced income is outside the scope of tax, including remote work. A resident living off foreign clients owes nothing. Worldwide taxation, but at low rates: approximately 10% on an initial bracket, 20-21% beyond, after a comfortable personal allowance. No territoriality: a resident freelancer is taxed on their worldwide income, including their remote work.
The cap, the weapon for high earners Not applicable: 0% does not need a cap. The island's signature tool: a tax cap, an absolute tax ceiling of around £200,000 per year on a multi-year commitment, regardless of income. A taxpayer with £5 million in income pays the cap, an effective rate of 4%. The Greek non-dom mechanism, in a British version and without a fifteen-year limit. In practice, reserved for very high earners: below £1 million, the ordinary scale is cheaper than the cap.
Freelancer earning €100,000 per year €0 tax, approximately €2,400 accounting fees: ~€97,600 net. Ordinary scale, after allowance, plus British-style social contributions: around €20,000 to €24,000 in deductions. This means ~€76,000 to €80,000 net. This is, by far, the best score in our entire series after Paraguay: the difference is "only" €18,000 to €22,000 per year, €90,000 to €110,000 over five years. Significant, but incomparable to the €200,000 and more from previous European duels.
Corporate Tax IRACIS: 10%. 0% for most activities, with banking and local real estate falling under specific rates, and very large groups under the 15% global minimum. The only country in the series whose corporate tax beats Paraguay's. The usual trap of double-layer taxation is mitigated here: dividends paid to a resident are taxed at their personal rate, 20-21% at most, without confiscatory social charges.
VAT IVA of 10%. 20%, aligned with UK VAT by customs agreement: the island shares the UK's VAT regime, which is also an asset for trading with it.
Capital Gains, Inheritance, Wealth 0% on foreign capital gains and inheritances; 8-10% on local capital gains. 0% on all three: no capital gains tax, no inheritance tax, no wealth tax. On wealth, the equality with Paraguay is perfect, and it is unique in the series.
Cryptocurrencies Territoriality: foreign-sourced gains outside the scope of tax. Reporting obligation to the DNIT for amounts over USD 5,000 per year, Resolution 47/2026, purely informative. No CGT, so an investor's crypto capital gains are in principle not taxed; intensive trading can be reclassified as an activity, taxable at the progressive rate. Serious regulatory framework, as the island positioned itself early on regulated crypto businesses. One of the two best crypto regimes in the series, along with Paraguay.
Reputation and Compliance Absent from black and grey lists, without banking stigma. Long labeled a tax haven, the island has invested massively in compliance: automatic exchange of information, registers, economic substance required for companies. Today, it is among the cooperative jurisdictions, with a much better reputation than classic offshore centers. Banks treat it normally.
Tax treaty with France None. No comprehensive tax treaty with France, but information exchange agreements: the French tax authorities can see the Manx assets of their residents. For an island resident with no French ties, a neutral subject.

Tax verdict: this is the only close match in the series. The Isle of Man offers 0% corporate tax, zero capital gains, zero inheritance tax, and a cap for wealthy individuals; Paraguay responds with 0% on active income, where the island levies its 20%. For a freelancer living off their work, Paraguay retains an €18,000 to €22,000 annual lead; for a passive income earner, the two systems are almost equal. The decision therefore rests on the other factors, and the rest is brutal.

Dimension 2: Access, Brexit, and Residency

Aspect Paraguay Isle of Man
Access for a French national 90 days for tourism, then temporary residency in 2 to 4 months, without profile conditions, with a single trip and two days on site via our Paraguayan tax residency service, starting from €1,400. The point that Brexit transformed: the island applies the British immigration regime. A French national no longer has freedom of establishment: they need a points-based visa, a work permit with an approved local employer, or an entrepreneur/local investor visa, as the island has its own variants to attract business creators, with a business plan, funds, and job creation as key requirements. A solo freelancer without a local business project has no simple path. It is not the Bruneian lock; doors exist, but each has a price, a file, and a lead time.
Naturalization 3 years, de facto dual nationality, passport opening up Mercosur. See our guide on Franco-Paraguayan dual nationality. The path goes through British law: approximately five years of residency towards settlement, then British citizenship, as the island does not have its own nationality. At the end: an excellent passport, but for a French national, it no longer adds Europe, due to Brexit: it adds the United Kingdom, which the Irish passport does better. Seven to eight years of process for a marginal gain.
Property Ownership Full ownership without restriction. Full ownership open to foreigners, healthy market, without prohibitive transfer duties. A clear positive point for the island.

Access Verdict: Brexit has reversed the situation: once accessible to all Europeans, the island now requires a visa, application, and project. Paraguay welcomes in a few months, without conditions. On the door, the gap is clear; and our series has shown that the door matters as much as the rate.

Dimension 3: Cost of Living, Climate, Daily Life

Aspect Paraguay (Asunción) Isle of Man (Douglas)
Monthly cost of living, single person USD 1,200 to 2,200 €2,500 to 4,500: rents from £1,000 to £1,800 for two bedrooms, groceries at British prices plus insular markup, expensive energy, domestic help at British wages. Two to three times Paraguay: over five years, the Manx cost of living absorbs a large part of what its tax benefits didn't.
Climate Subtropical, over 300 days of sunshine, hot. Oceanic Irish Sea: mild due to the Gulf Stream, never very cold, never hot, and above all grey, windy, and humid for a large part of the year, with summers at 17-20 °C. The most radical contrast in the series with Paraguayan sunshine: this is the number one self-selection factor for this destination.
Safety Homicide rate of 7 to 9 per 100,000. Almost non-existent crime: one of the safest territories in Europe, unlocked doors in villages, literally. Total Manx advantage.
Healthcare Good private healthcare in Asunción, insufficient public healthcare. See our expat healthcare guide in Paraguay. A healthcare system based on the British model, decent for an island of 85,000 inhabitants, with transfers to Liverpool, a twenty-five minute flight, for specialized care. Solid, without being a center of excellence.
Daily Life Capital city of 3 million inhabitants, full services, Latin social life. 85,000 inhabitants across the entire island, with Douglas counting 27,000: a small British town by the sea, pubs, golf, superb coastal paths, a tight-knit financial community, and the TT, the most legendary and dangerous motorcycle race in the world, which awakens the island two weeks a year. The rest of the year: absolute calm. Those who love it speak of paradise; others, of a fishbowl. The "small island" effect is the second self-selection factor, right after the grey sky.
Connections and Time Zone Regional connections from Asunción; 5 to 6 hours time difference with Paris, morning aligned with European afternoon. Liverpool, Manchester, and London less than an hour's flight away, Paris with one stopover; same time as London, one hour behind Paris: perfect alignment with French or British clients. In terms of European logistics, the island crushes Paraguay.

Daily Life Verdict: The Isle of Man offers total security, Europe an hour away, and the same time zone as your clients; in return, it asks you to live under a grey sky, in a community of 85,000 people, at a British cost of living. Paraguay offers sunshine, urban space, and a cost of living that allows savings to breathe. Two temperaments, literally.

Which country for which profile?

Paraguay is for you if:

  • You live off your work: Paraguayan 0% covers activity, Manx 20% taxes it. That's the whole difference between the two zeros.
  • Sunshine is non-negotiable: 300 days against the grey of the Irish Sea, the most honest criterion of this duel.
  • You want an open door: €1,400 and a few months, versus a British visa with an application.
  • Cost of living is part of your savings equation: two to three times cheaper.
  • You are aiming for a quick second passport: three years versus a seven to eight-year British process.
  • Big city life is essential for you: 3 million inhabitants versus 85,000.

The Isle of Man is for you if:

  • You are a landlord or wealth investor: zero capital gains, zero inheritance tax, dividends at 20% maximum, and a cap for large fortunes. For this profile, the island truly rivals Paraguay, a few hours from London.
  • You are setting up a company with international activity and want 0% corporate tax in a respected, regulated, and Anglo-Saxon jurisdiction: e-gaming, fintech, management – the island has built real sectors, with the required local substance.
  • Your clients and your life are British: same time zone, same codes, London one hour away, common VAT with the United Kingdom.
  • The island calm genuinely attracts you: golf, coastal paths, pubs, absolute security, and the TT once a year. Some find exactly the life they were looking for there.
  • The grey sky doesn't bother you: a sine qua non condition, to be checked on-site in November, not in a July brochure.

The combined strategy, for advanced profiles

  • Tax residency in Paraguay: 0% on your activity, sunshine, an open door, a base for life.
  • And for entrepreneurs whose activity justifies an Anglo-Saxon structure: a Manx company with 0% corporate tax can, in theory, complement the setup for operations directed towards the United Kingdom, provided that local substance and effective management are seriously addressed, with advice in both jurisdictions. A specialist structure; for most profiles, the American LLC remains simpler and sufficient.

The three mistakes to avoid

  • Confusing 0% corporate tax with your personal income tax. The trap of the entire series, Manx version: the company pays nothing, you pay 20-21% on what you take out and on your work. For a freelancer, the true Manx rate is that of the personal income tax scale, not the corporate tax rate.
  • Reasoning as before Brexit. Articles prior to 2021 describe an island freely accessible to Europeans: that is over. Visa, application, project: check the current immigration regime before any plans, it falls under the British system and its local variants.
  • Underestimating the weather-insular factor. The duo of grey skies and 85,000 inhabitants is the real filter for this destination: taxation attracts, November separates. An off-season stay is worth all comparative tables, including this one.

Conclusion

The Isle of Man concludes our series as a worthy adversary: it is the only jurisdiction compared whose tax system truly rivals Paraguay's, with zero capital gains, zero inheritance tax, 0% corporate tax, a cap for the wealthy, and a cleaned-up reputation. Paraguay retains two decisive advantages: 0% on active income, which is what a freelancer lives on, and an open entry door for everyone; the island counters with European proximity, absolute security, and a real place for wealth profiles and Anglo-Saxon corporate structures.

The rest is a matter of temperament, in the meteorological sense of the term: 300 days of subtropical sunshine against the gentle gray of the Irish Sea, a capital of 3 million inhabitants against an island of 85,000, savings that breathe against a British cost of living. Our series thus concludes with its most nuanced finding: Paraguay wins for active individuals, the gap narrows for retirees, and for the first time in fourteen duels, the opponent warrants hesitation. Then we look at the November sky in Douglas, and book our flight to Asunción.
