Comment obtenir la résidence au Paraguay : le guide complet 2026 en 7 étapes

How to obtain residency in Paraguay: The complete 2026 guide in 7 steps

Obtaining residency in Paraguay is currently one of the simplest and quickest relocation processes in the world: two days on site are enough to submit your application, and four to five months later, you'll have your resident card, your cédula (Paraguayan ID card), and your RUC, the tax number that formalizes your tax residency in Paraguay. This guide covers everything you need to know in 2026: conditions, documents, steps, realistic timelines, costs, and how Paraguayan residency concretely changes your tax situation.

Why Paraguayan Residency is So Attractive in 2026

Paraguay applies a rare tax principle: territoriality, enshrined in Law 6380/2019. Only income from Paraguayan sources is taxed. Your foreign income, whether from online activities, dividends, a US LLC, or a pension, is not taxed in Paraguay. For a Paraguayan tax resident, the tax rate on foreign income is 0%, completely legally.

In addition, there are advantages that few jurisdictions combine: no wealth tax, no 183-day per year presence requirement as in most countries, a corporate income tax (IRE) limited to 10% for local activities, a 10% VAT, and one of the lowest costs of living in South America. This explains why more and more French-speaking entrepreneurs, freelancers, investors, and retirees are obtaining their residency in Paraguay each year.

Temporary vs. Permanent Residency: What Has Changed

Since Law 6984/2022, the standard process begins with temporary residency, valid for 2 years. After these two years, you can apply for permanent residency, valid for 10 years and renewable. This is the path taken by almost all new residents, and the one covered by this guide.

There is one exception: direct permanent residency by investment. Since April 2026, the Paraguay Investor Pass allows for immediate permanent residency by investing a minimum of 70,000 USD in a productive project via SUACE, or 150,000 to 200,000 USD in real estate, tourism, or financial instruments. This is a path reserved for investors; for all other profiles, temporary residency remains the entry point, and it is more than sufficient: it grants access to the cédula, RUC, and tax residency exactly like permanent residency.

The 7 Steps to Obtain Your Residency in Paraguay

Step 1: Prepare Your Documents in Your Home Country

Three essential documents, all apostilled: your valid passport, your criminal record (bulletin n°3 for French citizens, less than 90 days old), and your recent birth certificate. Depending on your situation, an apostilled marriage or divorce certificate may be added. Official Spanish translation and local legalizations are done in Paraguay.

This is the stage where most applications fail when poorly prepared: an outdated document, a missing apostille, or a non-compliant criminal record, and it's a wasted trip. Our article on criminal records and Paraguayan residency details what truly blocks an application.

Step 2: Pre-verification of the Application

Before any travel, your application must be verified. This is the core of our method: we pre-verify each application internally with immigration authorities before your arrival, which explains our 100% accepted applications to date for over 200 assisted cases. You only fly when everything is validated.

Step 3: Filing the Application in Asunción, in 2 Days

Your physical presence is mandatory for filing: the Dirección Nacional de Migraciones requires in-person protocol, with biometric verification. Well organized, everything takes 2 working days on site: filing of the temporary residency application, ancillary procedures, and depending on the chosen package, early filing for the cédula.

Step 4: Issuance of the Temporary Resident Card

Approximately 3 months after filing, your temporary resident card is issued, valid for 2 years. You do not need to be in Paraguay during this processing time.

Step 5: The Cédula, Your Paraguayan ID Card

The cédula is the document that changes everything in daily life: it identifies you as a resident, grants access to banks, contracts, and all local procedures. It is requested from the Departamento de Identificaciones de la Policía Nacional once residency is issued, and it is delivered within approximately 30 days.

Step 6: The RUC, Your Paraguayan Tax Number

The RUC (Registro Único de Contribuyentes) is obtained from the DNIT, the Paraguayan tax administration, within 10 to 15 days following the cédula. This is what formalizes your status as a tax resident in Paraguay: without a RUC, there is no enforceable tax residency. It also allows you, if necessary, to invoice locally or to justify your status to a foreign bank.

Step 7: Activate and Document Your Tax Residency

Once the RUC is active, your Paraguayan tax residency exists. The next step is to solidify it: regular tax declarations with the DNIT (even if zero if you have no local income), documented domicile, a Paraguayan bank account. This documentation makes the difference when your country of origin asks questions. Our accounting and monthly declarations service covers this monitoring precisely, and the opening of your Paraguayan bank account is integrated into the process.

How Much Does Residency in Paraguay Cost in 2026?

The usual market price is around €2,500. Based in Asunción, without intermediaries, we offer two all-inclusive packages, including administrative fees, official translations, and on-site travel:

The Classic package at €1,400: two trips to Paraguay. A first 2-day stay to submit your application, then a second trip approximately 3 months later to get your cédula with us on site.

The Express package at €1,800: a single 2-day trip, everything is submitted and finalized in one visit, cédula included, and your documents are then shipped to your home by FedEx, wherever you are. This is the most popular package, and the only one on the market in a single trip.

Realistic Timelines, A to Z

Allow 4 to 5 months between sending your documents and having all your documents in hand: 2 to 3 days for pre-verification, approximately one week for preparation and appointments, 2 days on site for filing, approximately 3 months for the issuance of temporary residency, 30 days for the cédula, then 10 to 15 days for the RUC. No presence is required during the waiting periods.

What Paraguayan Tax Residency Changes for You

Being a tax resident in Paraguay means that your foreign-sourced income is exempt from Paraguayan tax, and that you have an official tax status, documented by your RUC and your declarations, to present to your country of origin. However, pay attention to an essential rule: Paraguayan tax residency only protects you if you have genuinely ceased to be a tax resident of your country of departure. For a French citizen, this means no longer having their home, main activity, or center of economic interests in France. Paraguay does not require 183 days of presence per year, unlike most countries, which makes the status particularly flexible; our comparison of the 183-day rule in 25 countries shows how rare this flexibility is.

Many of our clients combine their residency with a US LLC: the LLC collects income in dollars, the United States does not tax a non-resident LLC without US activity, and Paraguay does not tax foreign income. The result is a simple, legal, and documented setup. For those who want to work or invoice locally, our guide on working legally in Paraguay with residency covers the options.

How to Maintain Your Residency

During the 2 years of temporary residency, one visit per year to Paraguay is sufficient to maintain your status. Your tax declarations must remain up to date with the DNIT. At the end of the 2 years, you apply for permanent residency, valid for 10 years. And after 3 years of permanent residency, Paraguayan naturalization becomes accessible for those aiming for a passport; our article on French-Paraguayan dual nationality debunks common misconceptions about losing French nationality.

The 4 Mistakes That Cost a Trip

The first: leaving with an unverified application. A missing or expired document is discovered at the counter, and the trip is lost. The second: underestimating the validity periods of documents; a criminal record is only valid for 90 days, it must be requested at the right time. The third: believing that residency is sufficient without the RUC; without a tax number and without declarations, your tax residency is not enforceable. The fourth: neglecting the tax exit from your country of origin; Paraguayan residency does not replace a real and proper expatriation.
