  • Permanent Residency: Valid for 10 years, it is applied for after temporary residency. This status starts the clock towards naturalization. Note: Since April 2026, the Investor Pass (Resolution MIC 0283/2026) allows investors to directly access permanent residency.
  • Naturalization: This can be applied for after 3 years of permanent residency. This grants access to the citizen's cedula, then the Paraguayan passport.

Concretely, an expatriate settling today can aim for nationality in 5 to 6 years: 2 years of temporary, then 3 years of permanent, plus processing times.

Conditions for naturalization

Paraguayan naturalization is a judicial process: the application is examined by the courts, not at an administrative counter. The criteria evaluated are consistent with what most countries require:

  • Duration of residency: 3 years of permanent residency at the time of application.
