The Paraguayan tax residency certificate, locally known as constancia de residencia fiscal, is the document that officially proves you are a taxpayer in Paraguay. This is the document your foreign bank, former tax authority, or broker will eventually ask for. Obtaining permanent residency and the cédula is one thing; being able to prove, in black and white, that your tax life is in Paraguay is another. This guide explains what this certificate is, who can obtain it, what its practical purpose is, and how we obtain it for our clients.

What is the constancia de residencia fiscal?

It is an official document issued by the DNIT (Dirección Nacional de Ingresos Tributarios, the Paraguayan tax administration) which certifies that you are a tax resident of Paraguay. Specifically, it certifies that you are registered with the tax authorities, that you have a declared tax domicile in the country, and that your situation is in order.

Do not confuse it with two other documents:

  • The cédula, which proves your migratory status (temporary or permanent resident), not your tax status.
  • The certificado de vida y residencia, issued by the police, which certifies a physical domicile for certain local procedures.

The constancia is the only one of the three that speaks the language of foreign tax administrations.

What is the practical purpose of this certificate?

In practice, it will be requested in three main situations:

  • Your bank in Europe. As part of the automatic exchange of information, banks regularly ask you to justify your tax residency. Responding with an official DNIT certificate closes the discussion.
  • Your former tax authority. If the administration of your country of origin disputes your departure, proving that you are a registered taxpayer in Paraguay is a central element of your case.
  • Brokers, investment platforms, notaries. Any institution that applies compliance rules may require this document before opening or maintaining an account.

It is also an essential building block of your tax exit. Leaving France, for example, means no longer meeting the criteria of Article 4 B of the General Tax Code (home, main stay, professional activity, center of economic interests). The constancia does not replace this analysis, but it demonstrates that you have established a true tax residency elsewhere, with the advantageous taxation of Paraguay: taxes only on income from Paraguayan sources thanks to the territoriality of Law 6380/2019, and IRE at 10% for local activities.

Conditions for obtaining the constancia

The certificate does not automatically come with residency. You must have established a tax presence in Paraguay, which means, in order:

  • Valid migratory residency (temporary 2 years or permanent 10 years, according to Law 6984/2022) and your cédula.
  • An active RUC, your taxpayer number with the DNIT. Without an RUC, no tax life, and therefore no certificate.
  • A declared tax domicile in Paraguay, registered in the DNIT system.
  • Up-to-date declarations. A taxpayer who is late on their obligations risks refusal. This is why serious monthly accounting is essential, even when there is little or nothing to declare.

How is it obtained?

The application is made to the DNIT, electronically via the Marangatu system, each taxpayer's online space. The administration verifies your registration, tax domicile, and declaration status, then issues the certificate. The document is official and verifiable, which gives it its full value to a bank or foreign administration.

FAQ: Paraguay Tax Residency Certificate

Is the cédula sufficient to prove my tax residency?

No. The cédula proves your migratory status, not your taxpayer status. Foreign banks and tax administrations require a certificate issued by the tax administration, i.e., by the DNIT.

Do I have to live in Paraguay all year to get it?

The certificate is based on your tax situation: active RUC, declared tax domicile, up-to-date declarations. However, be careful: your country of origin applies its own criteria to determine if you have truly left its tax residency.
