What is tax residency?

Getting tax residency in Paraguay involves 3 documents, issued in this order:

  1. The temporary residency card.
  2. The Cédula (Paraguayan ID card).
  3. The RUC (Paraguayan tax ID number).

1st DOCUMENT

Getting Your Temporary Residency Card

→ We guide you through preparing all your documents from your home country.

→ You then travel to Paraguay, where we complete the administrative steps and file your application together.

→ About 3 months later, you receive your temporary residency card, valid for 2 years.

2nd document

Getting Your Cédula

→ The Cédula is your Paraguayan ID card, usually issued within 21 days of receiving your temporary residency card.

→ The Cédula is essential for accessing local services such as opening a bank account, starting a business, and getting your RUC (tax ID number).

3rd document

Getting Your RUC

→ As soon as you have your Cédula, we get your RUC (Paraguayan tax ID number) within a few days.

→ This tax ID formalizes your status as a tax resident in Paraguay.

Rules for Keeping Your Tax Residency

A solidly documented residency — one that holds up the day your home tax authority starts asking questions.

Why now? Conditions get stricter every year: direct permanent residency has been replaced by temporary residency, and immigration now caps the number of daily filings. Paraguay remains one of the simplest, fastest and most accessible residencies in the world — under current conditions.
The usual market rate is USD 2,500 and up. Based in Asunción, with no intermediaries, we charge the direct price — payable in two installments: 50% to start your file, 50% once your residency is granted.

A question before choosing? Coming as a family or a group (preferential rates)? Message us on WhatsApp or through our contact form — reply within minutes during the day (Asunción time), no commitment.

We came with my husband and our two children about 5 months ago and our stay went very well. The procedure was very quick (2 days) and we were accompanied to all our appointments, which was very reassuring. We received our documents a few weeks ago, thanks again to your wonderful team.

FAQ

Do I need to come to Paraguay to get my residency?

Yes, you must be in Asunción in person to file your temporary residency application. It's a legal requirement in Paraguay that no one can do on your behalf.

The stay is short, though: we handle all the paperwork in advance so your application can be filed in just 2 days on site. From the moment you land in Asunción, we take care of everything: interpreting at every interaction, being by your side at every appointment, handling every administrative formality. You don't have to do a thing.

With our Classic package at USD 1,600, you get your Paraguay tax residency at the most affordable price: a first 2-day stay to file, then a second visit 3 months later to get your Cédula with us. If you'd rather come only once, the Express package takes care of everything, temporary residency, Cédula, and RUC, in a single 2-day trip.

What are the steps to get residency in Paraguay?

Our process has 5 clear steps.

Step 1, Consultation: We review your profile, answer your questions, and check that your documents are in order.

Step 2, Commitment: Once you've decided, a 50% deposit gets the process started.

Step 3, Document Preparation: You email us your documents. We handle their official translation and notarization, and prepare every additional document your immigration file requires. In parallel, we take care of all the local paperwork ahead of time and book your appointments with the Paraguayan immigration authorities, so your arrival in Asunción goes smoothly with no surprises.

Step 4, Your Stay in Asunción: You fly to Paraguay. From the moment you land, we handle every on-site step: interpreting at each interaction, being by your side at every appointment, managing all the administrative formalities. You literally have nothing to do; we handle everything so your stay is kept to the essentials. Your application is filed within 2 business days.

Step 5, Card Issuance: Your temporary residency card is issued in about 3 months. The Cédula and RUC follow within 3 weeks.

We manage the entire process on your behalf. Your only commitment: be in Asunción for 2 business days.

How long does it take to get a Paraguayan residency card?

Here's how the overall timeline breaks down:

  • Filing: 2 days on site in Asunción.
  • Temporary residency card: about 3 months after filing.
  • Cédula and RUC: right after your temporary residency card, either during your second visit with the Classic package (USD 1,600), or without coming back with the Express package, in which case your documents are shipped directly to you via FedEx.

Plan on about 4 months between filing and receiving your complete set of Paraguay tax residency documents.

You don't need to be in Paraguay during the wait: we follow up on your application with the Paraguayan authorities and keep you posted every step of the way.

What documents do I need to get a residency card?

Here are the only documents you'll need:

  • A valid passport with at least 6 months of validity left on the filing date.
  • An apostilled birth certificate.
  • An apostilled criminal background check.

If you're married, divorced, or widowed, an apostilled civil status certificate is also required.

Once we have these documents, we take care of their official translation and notarization.

During our initial consultation, we'll check together that your documents are complete and compliant before starting the process.

Do I need to live in Paraguay to keep my residency?

No. Paraguay has no minimum stay requirement. You just need to visit at least once a year to keep your temporary residency active, and a single day in the country is enough.

Temporary vs. permanent residency: what's the difference?

Temporary residency is the first mandatory step. It is valid for 2 years and allows you to live and stay freely in Paraguay. During these 2 years, you must visit Paraguay at least one day per year to maintain your active status.

After 2 years, you can apply for permanent residency. This is valid for 10 years, renewable, and only requires your presence in Paraguayan territory once every 3 years. This is the ideal status for those who wish to settle permanently in Paraguay or establish their tax residency there long-term.

In summary: there is no concrete difference between the two statuses in terms of rights — it is simply the mandatory legal process. Temporary residency is the prerequisite, permanent residency is the natural outcome.

Our support covers obtaining your temporary residency — the first step towards your complete settlement in Paraguay.

Temporary residence, Cédula, RUC — what do they correspond to?

Temporary residency is the mandatory first step. It's valid for 2 years and lets you live in and travel to Paraguay freely. During those 2 years, you need to spend at least one day per year in Paraguay to keep your status active.

After 2 years, you can apply for permanent residency. It's valid for 10 years, renewable, and only requires you to be in Paraguay once every 3 years. It's the ideal status if you plan to settle in Paraguay for good or keep your tax residency there long term.

Bottom line: there's no real difference in rights between the two. It's simply the legal sequence. Temporary residency is the prerequisite, permanent residency is the natural next step.

Our service covers your temporary residency, the first step toward fully settling in Paraguay.

How much does it cost to get tax residency in Paraguay with your help?

We offer two all-inclusive packages at the most competitive prices on the market:

  • Classic package, USD 1,600: Your Paraguay tax residency in two trips. A first 2-day visit to Asunción to file your application, then a second visit 3 months later to get your Cédula with us on site.
  • Express package, USD 2,000: Everything is completed in a single 2-day trip, Cédula included. Your documents are then shipped directly to your home via FedEx.

Both packages include your temporary residency (yellow card), your Paraguayan Cédula (red card), your RUC (Paraguayan tax ID number), and all administrative and legal fees.

Payment is made in two installments: 50% to start your application, 50% once your residency is granted.

Message us on WhatsApp: we'll assess your situation together and answer all your questions before you commit to anything.

Is it legal to move your tax residency to Paraguay?

Yes, completely legal. Paraguay uses an internationally recognized territorial tax system: only income earned within Paraguay is taxable. Foreign-source income is not taxed.

Many countries use this system (Panama, Costa Rica, Georgia, and others), and it's fully compliant with international tax law.

Paraguay has very few tax treaties, which is why professional guidance matters when leaving your home country's tax system: it secures your exit and avoids any risk of double taxation.

Our partner attorneys, who specialize in Paraguayan tax law, will guide you through the legal side of your situation.
