Option 2: Paraguayan SRL (Sociedad de Responsabilidad Limitada)

How it works: you create a Paraguayan company that invoices your clients. You are the manager and main associate. The company has its own legal personality, its RUC, its bank account, and its accounting.

Tax regime: the SRL pays IRACIS at 10% on profits from Paraguayan sources. Profits from foreign sources are not taxed. Distributed dividends are subject to a 5% withholding tax (residents) or 15% (non-residents).

How it works: you create a LLC (Limited Liability Company) in the United States, typically in Wyoming or Delaware, while being a tax resident in Paraguay. The LLC invoices your international clients. As a Paraguayan tax resident who is a non-US resident, the LLC's income is not taxed in the US (LLC is fiscally transparent for non-residents) nor in Paraguay (foreign source).

Advantages: maximum credibility with international clients, access to Stripe, PayPal Pro and US financial tools, potentially zero taxation in both countries, strong asset protection.

Disadvantages: cost of LLC creation and annual maintenance, administrative complexity (US filings, registered agent), requires a clear understanding of tax rules in both countries.

Invoicing: how it works in practice

Invoicing as a self-employed person or SRL

In Paraguay, every invoice must be issued with a valid timbrado (invoicing authorization issued by the SET). For foreign clients, the invoice must state that it is an export of services exempt from IVA.
