Paraguay produces three to four million tons of solid waste annually and recycles only a tiny fraction, just a few percent. The rest ends up in often open-air landfills, without prior sorting or treatment, with predictable consequences for soil, groundwater, and air quality in neighboring areas. The gap with European countries, which recover between forty and seventy percent of their waste, is orders of magnitude.
Three developments are currently converging to make this market attractive. Regulatory pressure first: the framework law on solid waste management has been in place since 2009, and its application is accelerating, with municipalities beginning to monitor businesses. Commercial pressure next: international groups established in Paraguay have made global environmental commitments and are looking for local recycling providers that they cannot find. And finally, the intrinsic value of materials: cardboard, plastic, aluminum, and ferrous metals are traded, and every ton buried represents lost value.

Our Recommendation. A sorting center combined with business collection is the logical starting point: the former provides the industrial tool, the latter quality material and service revenue that smooths out price volatility. Composting naturally follows as a second step, since you already collect biowaste from your clients and currently send it to landfills. What this model shows. The activity becomes profitable from a volume of twenty to twenty-five tons per month, a threshold beyond which each additional ton only costs its purchase and a marginal share of labor. The service line, collection and certificates, represents almost a third of the revenue when established and constitutes the stable part: it is invoiced independently of material prices.
Three important caveats. First, the trajectory assumes a fivefold increase in volume over two years, which implies recruiting, equipping, and sourcing materials at the same rate. Your limiting factor will be supply, not demand for materials.
Next, cash flow. You pay recicladores immediately, which is the condition for them to supply you, while your professional clients pay in thirty or sixty days, and industrial buyers can be even slower. At one hundred fifty tons per month, the financing need for the cycle runs into tens of thousands of dollars permanently. Plan for it, otherwise growth will stifle you.
Finally, and most crucially: this table assumes a stable and growing average material price. In reality, recycled material prices are among the most volatile, and a thirty percent drop in cardboard or plastic, a phenomenon that has occurred several times, wipes out most of the profit. The next section addresses this point, which is the real risk of this business.
Price Risk and How to Manage It
Recyclable materials are traded on global markets. Cardboard depends on Asian paper demand, plastic indirectly follows oil prices, and metals react to industrial conditions. Variations of thirty to fifty percent in a few months are not exceptional; they are normal.
Your business model is doubly exposed: you purchase materials at a price negotiated with your suppliers, often stable in the short term because a recycler cannot absorb a drop, and you resell at a price that fluctuates. When prices fall, your margin is squeezed.
Four possible solutions, to be combined.
Contractualize for the long term with buyers. Industrial clients accept commitments of six to twelve months on price and volume in exchange for the regularity you provide. This secures your margin over the period, even if you forgo benefiting from price increases.
Diversify buyers. Aim for three to five outlets per material, so as not to depend on a single client who would dictate terms at the first sign of a downturn.
Develop the service component. Collection fees charged to businesses and valorization certificates are revenues that do not depend on market prices. The higher this proportion, the more stable your results. This is the main argument in favor of a hybrid model rather than pure material trading.
Index your purchases. If you purchase from organized suppliers, contractually provide for a periodic revision of the purchase price based on resale prices. This requires transparency and a relationship of trust, but it is the only mechanism that distributes the risk instead of leaving it entirely to you.
Working with recicladores
This section deserves to be treated separately because it determines your supply as much as your social acceptability.
Tens of thousands of people in Paraguay make a living from collecting waste. They know the sources, the circuits, the waste collection schedules, and the materials that fetch a price. This knowledge cannot be bought and cannot be replaced by a truck.
A company that arrives with resources and claims to directly capture waste streams by displacing these workers would face three simultaneous problems: the loss of irreplaceable know-how, the hostility of the affected communities, and very unfavorable media and associational exposure for an activity whose primary argument is positive social impact.
Two approaches work. Wage integration: recruiting experienced recicladores as sorters or drivers, with a contract, social coverage, protective equipment, and training. The cost is higher than the informal rate, but reliability and productivity are also higher. Direct purchase at a fair price: buying from independent collectors at a rate that allows them to live, rather than at the lowest obtainable price. This second option works better if suppliers organize themselves into cooperatives, which facilitates the commercial relationship and solves a practical problem discussed below.
A tax point to anticipate: informal collectors do not issue invoices, and a purchase without documentation does not generate any IVA credit or properly documented deductible expense. For significant volumes, this is a concern. Working with formalized cooperatives or implementing a compliant receipt system, to be validated by your accountant, is a accounting necessity as much as an ethical choice.
Fire safety
A sorting center stores several tens of tons of cardboard, paper, and plastic: this is a considerable volume of combustible material. Fires in this type of facility are common worldwide, spread in minutes, and destroy everything: stock, equipment, building. Without insurance, a disaster can put an end to the business.
Measures are not optional. Extinguishers distributed according to surface area and adapted to materials, smoke detection, physical separation between sorting and storage areas, materials stored in compressed bales rather than in bulk (which significantly slows down propagation), strict prohibition of smoking throughout the site with a clearly defined outdoor point, and personnel trained in evacuation and extinguisher handling.
Take out insurance covering the building, equipment, and stock, and carefully check the exclusions: some policies exclude the storage of combustible materials or condition coverage on compliance with measures that you will need to document. This verification should be done before signing, not after a claim.
Other costly mistakes
Neglecting sorting quality
This is the most direct and often underutilized profitability lever. Clean, dry cardboard fetches a significantly higher price than soiled or wet cardboard. Transparent plastic is worth considerably more than the same colored plastic. Pure aluminum sells for double that of aluminum mixed with ferrous metals. The difference between approximate sorting and rigorous sorting commonly represents thirty to fifty percent of additional revenue, for a marginal labor cost.
Each industrial buyer has its own specifications: obtain them in writing, train your teams, and check before shipment. A batch rejected for non-compliance incurs round-trip transport costs and damages the business relationship.
Underestimating worker protection
Manual sorting exposes workers to cuts, punctures, contamination, and musculoskeletal disorders. Cut-resistant gloves, safety shoes, appropriate respiratory protection, up-to-date vaccinations, accessible washing stations, and job rotation are not comfort expenses: they are your obligations as an employer, and a workplace accident in this sector can lead to serious problems.
Remaining silent about your impact
This activity produces measurable and communicable results: tons diverted from landfill, jobs created, materials reintroduced into the circuit. Your business clients need these figures for their own environmental publications, and this is precisely what they are buying in addition to the service. Publish your volumes, document your calculation methods, and remain factual: an exaggerated environmental claim can quickly backfire on its author today, including legally in the countries of origin of your international clients.

Municipal contracts
Local authorities are the primary producers of waste and are progressively outsourcing collection and treatment. Public contracts span several years with guaranteed volumes: margins are lower but visibility is incomparable. Monitor calls for tenders from municipalities in Gran Asunción, which are currently modernizing their systems. A valid environmental license, adequate equipment, and references are conditions for access.
