Minimum wage in Paraguay: actual amount and what it means for you

The minimum wage in Paraguay is one of the first figures that French speakers considering moving to the country look for, and for good reason: it alone encapsulates the economic structural difference between Europe and Paraguay. As of July 1, 2026, it is set at 3,044,000 guaranis per month, which is approximately 500 US dollars or 430 euros depending on the daily exchange rate.

This amount is the legal minimum for a full-time job of 48 hours per week. It is re-evaluated annually by decree. But the gross figure is only useful if you understand what it concretely implies: for your daily budget, for the cost of services you will have access to, and for you if you employ local staff. The Paraguayan Minimum Wage in 2026: Official Figures

The minimum wage is set by presidential decree, after consultation with the National Minimum Wage Council, and then regulated by the Ministry of Labor, Employment, and Social Security. The re-evaluation traditionally occurs on July 1st.

Decree No. 6225 of June 17, 2026, raised the increase to 5%, twice the observed annual inflation of 2.4%. The new scale came into effect on July 1, 2026.

Some sectors have their own minimums, historically set through negotiations between unions, employers, and the government. A master baker or pastry chef must receive at least 3,613,073 PYG, and a twelve-hour security guard 4,566,001 PYG. The Real Cost of an Employee

In addition to the salary, there are mandatory contributions to the Social Insurance Institute: approximately 16.5% paid by the employer and 9% withheld from the employee's share. An employee at the minimum wage therefore costs the employer approximately 3,546,000 PYG per month, or nearly 580 dollars.

In addition, there is the aguinaldo, the thirteenth month's salary, which is mandatory and paid in December. The total annual cost of an employee at the minimum wage is thus around 7,500 dollars, including contributions and the thirteenth month. This is the figure to keep in mind if you are building a hiring budget.

Failure to comply with the legal minimum constitutes a serious offense. Fines range from ten to thirty daily minimum wages per employee concerned, and the labor inspectorate can order retroactive payment. Displaying the current minimum wages on the company's premises is also mandatory.

Comparison with the French SMIC

As of June 1, 2026, the French SMIC (minimum wage) is 1,867.02 euros gross per month for 35 hours, or approximately 1,478 euros net. Compared to the Paraguayan minimum wage, the difference is a little over four times in gross terms.

However, the comparison stops there if one forgets that the two figures apply to entirely different price structures. A two or three-bedroom apartment in a residential area of Asunción typically rents for between 400 and 700 dollars per month. The same accommodation in the inner suburbs of Paris would be well over double that. A meal in a restaurant costs a few dollars in Asunción, several times that in France or Belgium.

It should also be noted that the legal 48 weekly hours in Paraguay represent almost fourteen hours more than the 35 French hours, which widens the actual gap when reported to hours worked. Real Wages by Profession

The legal minimum is a floor, not an average. Skilled trades are paid significantly above it, and the approximate figures below correspond to market ranges observed in Asunción, excluding contributions.

The most sought-after profiles by expatriates, such as domestic worker, gardener, driver, assistant, are at the lower end of this table. Domestic Workers Are Entitled to the Legal Minimum Wage

This is where expatriates most often make mistakes, and it is worth stating clearly. Domestic staff were long paid 60% of the national minimum wage. This is no longer the case: Law 6338 of 2019 aligned domestic work with the general regime, and Article 148 of the Labor Code now guarantees them 100% of the legal minimum wage for full-time employment.

Only one adjustment remains: when the employer provides housing and meals, they can deduct these benefits from the remuneration within the legal limits. Apart from this case, employing someone full-time below 3,044,000 guaranis exposes you to the same penalties as any other employer. Part-time work, however, is paid proportionally to the hours worked, which explains the lower amounts heard circulating among expatriates.

What This Figure Changes for You

Your European Income Changes Scale

The minimum wage is a structural indicator. When a country's wage floor is around 500 dollars, all prices that depend on local labor adjust accordingly: rents, restaurants, personal services, maintenance, transport, leisure activities. A dinner at a restaurant cannot cost 50 euros in an economy where the monthly minimum wage is 430 euros.

This is the real advantage for a French speaker whose income is generated elsewhere. A budget of 2,000 to 5,000 euros per month, which corresponds to a comfortable life but nothing more in France or Belgium, opens up a different level of comfort and services in Paraguay, including things inaccessible at the same price in Europe, starting with regular domestic help. The items that escape this logic are those that depend on imports, particularly cars and electronics, whose prices remain close to international levels.

Employing Locally Remains Accessible, but Regulated

The Paraguayan legal framework is formal and protective: mandatory affiliation to the Social Insurance Institute, thirteenth-month salary, paid leave, severance pay calculated on seniority. This is not an informal labor market, and treating it as such exposes one to costly recalls.

That said, the order of magnitude remains incomparable with Europe. A small structure employing two or three people, an assistant, an accountant, and a domestic helper, represents a monthly budget of around 1,500 to 3,000 dollars including charges. In France, this amount barely covers a single employee at the minimum wage once employer contributions are included. It is this difference that makes service activities viable from Asunción, which would not be in Europe.

And Taxation Does the Rest

Paraguay applies a territorial tax regime defined by Law 6380/2019: income from foreign sources is not taxed locally. A consultant, developer, e-commerce entrepreneur, or investor whose activity is billed outside Paraguay therefore does not pay Paraguayan tax on this income.

It's the combination that matters. A cost structure calibrated to a minimum wage of 430 euros, available labor that can be declared for a fraction of the European cost, and zero taxation on income from outside.
